2025 年 11 月 26 日，印度政府正式批復《促進燒結稀土永磁（REPM）制造方案》。這是該國首次出臺覆蓋本土 REPM 全鏈條生產的國家級專項計劃，核心旨在降低對中國等海外供應鏈的依賴，構建自主可控的 REPM 產業體系，為電動汽車、可再生能源、機器人等下游戰略性產業提供核心材料支撐，加速推進 “自力更生印度”（Atmanirbhar Bharat）戰略落地實施。

一、發展背景與核心目標

當前印度REPM進口依存度處于極高水平，2025財年（2024年4月-2025年3月）進口量達5.37萬噸，較上一財年增長一倍。從全球產業格局來看，中國主導了全球90%的REPM產能，疊加地緣政治沖突加劇帶來的供應鏈波動風險，進一步推動印度加快REPM本土化布局。需求端層面，隨著電動汽車市場持續擴容、可再生能源項目穩步推進，加之國防裝備、消費電子等領域需求攀升，預計到2030年，印度REPM市場需求將較2025年實現翻倍增長。

本計劃的核心目標的是建成年產能6000噸的集成化REPM生產體系，實現從稀土氧化物到成品燒結磁鐵的全價值鏈自主供給，最終推動印度躋身全球REPM市場核心參與方行列。

二、資金規模與激勵體系

該方案總資金投入達72.8億盧比（約合8.15億美元），是印度在REPM領域單筆規模最大的激勵性投資。資金分配框架清晰：其中64.5億盧比（約7.22億美元）用于為期5年的銷售聯動激勵，根據企業實際銷售業績分期發放，以充分激發市場化生產活力；7.5億盧比（約8400萬美元）專項用于資本補貼，重點支持企業開展工廠建設與生產設備采購；剩余資金將用于項目行政管理與全流程監督工作。激勵機制采用“第一類”創新模式，通過資本支持與績效掛鉤的雙重設計，保障資金使用效率與投入產出效益。

三、實施機制與推進時序

6000噸/年的總產能將通過全球競爭性招標方式，分配至5家入選企業，單家企業最高可獲得1200噸/年的產能配額。招標評審將重點考察企業的技術研發能力、供應鏈整合實力及本土化生產承諾。方案實施周期共計7年（自企業中標之日起計算），其中前2年為建設期，需完成集成制造設施的選址規劃、設備安裝調試及試生產等工作；后5年為激勵發放期，依據企業實際銷售量兌現補貼資金。入選企業需承諾踐行全價值鏈生產模式，嚴禁僅開展組裝環節等淺層參與行為。重工業與公共企業部（DHI）將承擔方案

實施的監督管理職責，一方面確保企業生產經營符合環保合規要求，另一方面推動產業發展帶動數千個就業崗位新增。

從積極影響來看，預計到2030年，印度本土稀土永磁（REPM）產能有望滿足國內20%至30%的市場需求，這將幫助印度節省數百億美元的相關進口資金。與此同時，該產能建設還將有效拉動稀土開采、精煉等上下游產業鏈的協同發展。在戰略層面，這一舉措將強化印度在全球清潔能源轉型進程中的競爭優勢，為“印度制造”戰略的推進提供有力支撐，進而吸引日本、澳大利亞等國家在稀土領域開展合作投資。在產業應用端，稀土永磁作為電動汽車電機、風力渦輪機的核心關鍵部件，其本土產能的提升將為印度電動汽車產業發展提供保障，助力該國電動汽車產量從2025年的200萬輛增長至2030年的1000萬輛。

不過，該計劃推進過程中面臨的挑戰亦不可小覷：其一，技術壁壘較高。稀土永磁生產涵蓋高精度冶金技術與環保型生產工藝，印度本土企業亟需快速提升相關技術研發與應用能力；其二，原材料供應存在短板。盡管印度稀土儲量位居全球第五，但受限于落后的開采與分離技術，相關原材料供應難以匹配產能需求，需要同步加大這一領域的投資力度；其三，面臨激烈的全球市場競爭。目前中國在稀土永磁產能方面擁有顯著的價格優勢，印度需通過提升產品質量、推行低碳生產模式等方式，實現差異化競爭以突圍。

該計劃的實施，是印度從稀土永磁進口國向制造中心轉型的關鍵節點。后續相關招標的具體細節將逐步對外公布，首批生產設施預計于2027年實現投產。若該計劃能夠順利推進并落地見效，將大幅提升印度在全球稀土永磁行業的國際話語權。
